Den internationale kommission for elektromagnetisk sikkerhed, (International Commission for Electromagnetic Safety, ICEMS) vedtager i 2008 Venedig-resolutionen:

”We take exception to the claim of the wireless communication industry that there is no credible scientific evidence to conclude there a risk. Recent epidemiological evidence is stronger than before, which is a further reason to justify precautions be taken to lower exposure standards in accordance with the Precautionary Principle.

We recognize the growing public health problem known as electrohypersensitivity; that this adverse health condition can be quite disabling; and, that this condition requires further urgent investigation and recognition.

We strongly advise limited use of cell phones, and other similar devices, by young children and teenagers, and we call upon governments to apply the Precautionary Principle as an interim measure while more biologically relevant standards are developed to protect against, not only the absorption of electromagnetic energy by the head, but also adverse effects of the signals on biochemistry, physiology and electrical biorhythms.” --- Venedigresolutionen, 2008

Den russiske kommite for beskyttelse mod ikke-ioniserende stråling (Russian National Committee on Non-Ionizing Radiation Protection, RNCNIRP) anbefaler i rapporten: “Electromagnetic fields from Mobile Phones: Health Effect on Children and Teenagers” i 2011 yderligere forskning for at klarlægge, hvorvidt den betydelige negative sundhedsudvikling blandt landets teenagere kunne skyldes mikrobølgestråling fra mobiltelefoner og WiFi:

”. . . since 2000 there has been a steady growth in the incidence of childhood diseases identified by RNCNIRP as “possible diseases” from mobile phone use. Of particular concern is the morbidity increase among young people aged 15 to 19 years (it is very likely that most of them are mobile phone users for a long period of time). Compared to 2009, the number of CNS [central nervous system] disorders among 15 to 17 year-old has grown by 85%, the number of individuals with epilepsy or epileptic syndrome has grown by 36%, the number of “mental retardation” cases has grown by 11%, and the number of blood disorders and immune status disorders has grown by 82%. In group of children aged less than 14 years there was a 64% growth in the number of blood disorders and immune status disorders, and 58% growth in nervous disorders. The number of patients aged 15 to 17 years old having consultations and treatment due to CNS disorders has grown by 72%.” --- RNCNIRP, 2005

Det vil af mange formentlig give anledning til undren og bekymring, at et land som Rusland åbenbart har sundhedsmyndigheder, som i højere grad udviser rettidig omhu end de danske.

Porto Alegre-resolutionen, som blev vedtaget på International Workshop on Non-ionizing Radiation Health and Environment i 2009, påpeger allerede der behovet for revurdering af grænseværdierne fra ICNIRP:

”We are concerned about the body of evidence that indicates that exposure to electromagnetic fields interferes with basic human biology and may increase the risk of cancer and other chronic diseases. The exposure levels at which these effects have been observed are many times lower than the standards promulgated by the International Commission for Non-Ionizing radiation Protection (ICNIRP) and the IEEE's International Committee on Electromagnetic Safety (ICES). These standards are obsolete and were derived from biological effects of short-term high intensity exposures that cause health effects by temperature elevation and nerve excitation discovered decades ago. Recent research indicates that electromagnetic fields could cause detrimental health effects even at very low levels of exposure. The ICNIRP and IEEE/ICES standards are being supported and promoted by interested parties to avoid precautionary technical planning, precautionary laws, and precautionary advice to the public.” --- ICEMS, 2011

Den tydelige forundring i videnskabelige kredse over bibeholdelsen af de forældede grænseværdier ses også tydeligt i citatet, hvor man ligefrem fremhæver, at den eneste grund til bibeholdelse af de forældede grænseværdier er begrundet i mobilindustriens økonomiske hensyn. En sådan situation, som den beskrevne, hvor statslige myndigheder sætter kommercielle firmaers økonomiske velbefindende højere end borgernes helbred og sikkerhed, er en mareridtsvision, et veludviklet land som Danmark burde undgå!

Tilsvarende opfordring lød i 2005 fra en gruppe forskere og læger i Finland. Deres opfordring til EU-parlamentet om at udvise ansvarlighed og retidig omhu i forhold til elektromagnetisk stråling (og herunder igangsætte relevant forskning) er blevet kendt som Helsinki-apellen:

The present safety standards of ICNIRP (International Commission of Non-Ionizing Radiation Protection) do not recognize the biological effects caused by non-ionizing radiation except those induced by the thermal effect. In the light of recent scientific information, the standards recommended by ICNIRP have become obsolete and should be rejected. Especially children and other persons at risk should be taken into account when re-evaluating the limits regarding the harmful effects of electromagnetic fields and radiation. Call for new safety standards, reject International Commission on Non-Ionizing Radiation Protection (ICNIRP) guidelines. --- Helsinki Appeal 2005
